Very clever and designed to get some discussion going.

My best guess is retouching in PS combined with video capabilities of After Effects and some heavy borrowing from a variety of sources.

As to the supposed re-touching UI, I have an idea that it exists only in the mind of the creator and in our dreams
- but it's a pretty good resumé for someone looking to up their game in CGI

Now if I could link that to a 3D printer, a touch of robotics, I need never be worried about being sent to the dog house again.

I would say the key issue here isn't so much the retouching which is fairly basic stuff.  The difficult thing to pull of is tracking the woman's face so that all the retouching stays in the right place as she moves and sings.

While After Effects could do the job, I think there are programs that might do it better.  I've never been very happy with After Effect's tracking (although it seems much better in the latest version). I would be inclined to use a program like Mocha to track things and then Nuke or Shake to layer in the retouching.  Actually if you use Mocha, then there's no reason why After Effects wouldn't be a decent choice for the retouching either.

Those are my thoughts, but it's been a while since I've done that sort of visual effects work so there may be things I'm missing here.

That video is  a case of real world tweaking and compositing between those versions.
The improvement you see is due to make up, lighting and hair. The irony being that this is then made to look like "photoshop' was responsible.

To confirm that was in fact the case, I thought I'd better check and yup 4 lots of makeup and 4 months of compositing them together!
