Handheld from the sea wall, about 100 yards from the tour bus, on a stormy day in  September.

I like it and I can see where you are going. But, it is just a bit too dark, and I really like dark moody shots. A straight levels adjustment to open the shadows just enough to be able to distinguish the roof of the building from the background and it would be perfect in my mind.

There is great potential for a much richer shot as Larry has pointed out with raising the tonal values. Consider also a slight warming of the tonal values -not sepia to make it appear old, but rather a subtle warmth in the lore values only (e.g. Lightroom - Split Toning - 12 to 20 in the Shadows only at a Hue of around 48, for starters).
