I think the competition from the foreground is just too much to let the falls come through.  Of course it is hard to tell but it looks like it is tough to get a good vantage point.

My thoughts exactly.  Looks like a beautiful place, but this image doesn't do it  justice.

Competition from the foreground shrub aside, the photo could use some brightening overall. What should be highlights (snow and fast moving water) appear dinghy grey; typically they are much brighter (Zone VII to VIII, even IX for true highlights = 2 to 3 (even 4) stops above neutral grey).
