Any readily available brushable clear gels for inkjet papers?

I know PremierArt has some clear gels that are a brushable transparent (A thin and thick) on inkjet papers, but they have to be ordered.

Anything a local art supply store might have?  Say an Aaron Brothers, Micheals, or Hobby Lobby that anyone has used for their papers and canvas prints?

Any recommended size or type of brushes say for sand and rocks?  I haven't painted before or played with the gels, but prints might be a form of "Paint-by-the numbers" that I might handle -- maybe.  I don't care about longevity or UV protective stuff as this is just for play.  I'll go PremierArt if needed for the serious stuff and this play test is worthwhile.
