It was a dull, uninteresting day, Jeremy. The dull, uninteresting powerlines don't help either. Actually, it's not a bad composition. Maybe losing the powerlines would help.

Usually, the purpose of throwing the foreground into a silhouette is to stress the beauty of the background (mostly sky). With uninteresting sky, no reason to underexpose. No reason to expose for the foreground either, as it would turn 2/3 of the image white. Come to think of it, no reason to expose at all
