I have a 6100 and understood the inks in the 6400 were improved. For what it's worth, I use a LOT of black and I've never had them wipe off with my hand even after printing although I've had some problems with scratching when printing on canvas.
Regardless, I spray all my paper prints using this Hahnemuhle protective spray
http://www.atlex.com/shop-by-brand/hahnemuhle/protective-sprayIt seems to be the only spray I have found that doesn't leave a film or noticeable dulling. I am not sure how much it helps, but it hasn't hurt. I sprayed a print about 4 years ago and unchanged today - so no yellowing has occurred.
I also have confined my prints to Canon papers - as self-limiting as that may be.
The problem with using paper not from Canon is I have found you will get no support or help from them.
I guess one suggestion would be printing on a canon paper of similar quality /composition and seeing if the problem replicates - because the 6400 is brand new, and you could then get technical support (or at least rule out the paper as the problem).
