Can anyone recommend the best scanner for 8 x 10 positive & negative pls?

The best option would likely be a drum scan.

It depends whether you want to do this in your home or buy from a commercial service. Bob is right that a commercial drum scan from a reputable service provider will provide the best quality achievable; but at that size of media it won't come cheap. If you intend to do this in your home and you have neither space, resources or time to get into drum scanning yourself (a major undertaking), the next best solution currently would most likely be the Epson V750 Pro.

I am going to use it for professionally but cannot afford drum scan.
How is Epson Expression 10000XL Photo Scanner like?
Do you have any experience with it?

No experience, but on paper, the v750 has higher specs (tho not sure if you want the higher hardware resolution of the v750 for 8x10 scans anyway, a point that's moot since it is considerably cheaper than the large format scanner).
