Jack, I'll get back to you about favorite shooting locations, but thought I'd let you know that Arches and Canyonlands are national parks, whereas Natural Bridges and Grand Staircase-Escalante are monuments.  The distinction may be trivial, but if you're organizing an expedition, I thought you'd like to know.  As far shooting locations, there is the classic, Mesa Arch.  You may, however, get a better than classic shot in January.  I think that the sun rises in a better location in January than summer for sunrise photos, and if you're lucky you'll have some snow.

Make sure to secure the proper permits and to comply with the NPS regulations for guiding. You will need to carry a large amount of insurance (I believe $1M as of last year), and keep the group size below the allowed maximum (which may be different depending on your destination). I would strongly advise you not to attempt this endevour without the permits and insurance. Accidents do happen and you can be liable for huge compensation payments for the rest of your life if anything goes wrong. Failing to comply will make you negligent and therefore personally liable.
I would also advise anyone planning to attend to make sure any guide you use is in compliance. If something goes wrong you may find yourself with huge medical bills and nobody to recover them from.

I am helping organize a "photographic expedition" to Arches and Canyonlands National Monuments Jan 25th through Jan 31st, 2005.  

Any input regarding favored shooting locations is appreciated.

Thanks for the clarification on Parks versus Monuments -- my stupid! ;D

And yes, the whole reason for planning this time of year is the hope of snow on the red rock  ::

Jack, I recall National Geographic Magazine made a few years ago a very nice article about Arches Nat. Park. It had lots of images and maps and so on. A search on their web index should do.
