No they didn't.  This change is policy is nothing but a temporary delay in implementing the new upgrade policy.  If you have version 3 or 4 of the suite, you can upgrade to CS 6 for the next 6 months.  If you have only one product (e.g., Photshop), you still only get the upgrade price if you're on CS5 or higher. And after 6 months, even suite owners only get the upgrade from v5. And when V7 comes out, only v6 owners will quality.

This is an effort by marketing to salvage the bad publicity Adobe's received.  The actual policy is as anti-consumer as ever.
