Photoshop CS5: Would image quality be better using image/image size to reduce the size of an image instead of using free transform?
Just saw a video about creating a nice poster and one of the steps involved dragging the image into a new document and if the image turned out to be too big, the video instructions were to use free transform to bring the image down to the desired size in the new document.

Free transform  uses the same bicubic algorithms used in image resizing but only on the portion of the image that is being transformed. The specific flavor of bicubic is set in edit-preferences-general.
