Is this a fair statement about digital camera light meters

That is what all light meters have always done.  The old standard way of showing this was to take a closeup per the meter reading of a white card, gray card and black card and the three images would look the same.....middle gray.

The evaluative and matrix metering systems in modern cameras try to improve on this to some degree, and are an actual improvement from the old, average the whole scene together type of meters.  But all meters can be "fooled".
