From what I found by doing a little research that this L100 and L200 is designed specifically to Indonesia and the first market in the world market. I doudt they will ever make a printer in the realm of 3800 or above with this capacity.

At those prices a set of 700 inks for a 9900 would come in at $605, not counting the cart and if all the inks where available

The Epson B500DN and the B300 deliver about the same pages per cart without a CIS. At least 2 years old models now.
My best guess is that the Indonesian market can not be profitable with the existing Gillette marketing model so they defined another Gillette marketing model. I doubt it is more altruistic.  Like the B models loaded with Durabrite pigment inks, 4pL droplets so not that interesting for photography, not even for  a change to quad sets.
