I've been selling articles and pictures to magazines for well over three decades, and I can tell you that a good picture can carry poor writing (to a point), but a poor picture can cause rejection to a well-written piece.
It's a package deal, but the more the publication utilizes illustrations, and the higher the quality of those illustrations, the more value the photos in your package carry.
