Continuous Lighting for Video

I am thinking of incorporating video into my business plan and would like to know what is out there for continuous lighting.  I was thinking about using photo quality day light fluorescents when gelling windows is out of the question or when dealing with people.  But are the photo quality ones just a little better then commercially available fluorescents, or much better? 

I do not have a Hollywood budget for HMI lighting, so fluorescents seem to be the best option, but are there any others?

Get some Kino Flo 4 banks.  Broad source lights with a barn door, they do the job but have a monsterous amount of spill.  The balasts and tubes are what make them better than household or the cheap knock offs.

You can gel tungsten pars or fresnels, and they are much cheaper than any of the daylight sources. You can balance them to daylight pretty easily if you have a wide selection of gels.
