Figure 3-5 in the chapter with this title in Camera Raw With PSCS3 shows how I can recognize who is hosting ACR - but what do I have to do to make the choice?

Unless you have changed the defaults in some way, an "Open" in Bridge will have Photoshop host Camera Raw.  An "Open in Camera Raw" will have Bridge host Camera Raw.  These varieties of Open can be accessed with a right-click on the image or with the File menu inside Bridge.
