I often increase longest side to 17'' on my raw files : these are nef files...the conversions go to various labs for print...

what would be best way to maintain file quality...

Do my raw develop work, including capture sharpening, and on export increase largest side to 17"?...or the pixel equivalent...

 Would it be better to do my pp work, set capture sharpen to zero, export to photoshop and enlarge with bicubic smoother and then apply capture sharpen?...

or is there a different, better way?...

thanks for the help...oh, i'm using lr2.6 and photoshop cs3...

I recommend doing capture sharpening at the original resolution of your captured file, before any required resizing. You can use Export within LR to do any required resizing to the desired output image size (e.g., 17" on the longer side at 300 pixels/inch, if your lab specifies that output resolution).

I don't think that makes the slightest difference. To even view an image, the raw data must be rendered to a bitmap, and that's what the upsampling algorithms work with. The raw file contains more info in that there are more potential renderings in it than, say, a JPEG, but that's not relevant for upsampling.
