CS4 questions: Applications/Options Bars & Matched Zooming

A couple of CS4 questions that I cannot find the answers to in my books.

When I click "Options" under the Window menu the Options Bar replaces the Application Bar. Is there a way to see both at the same time?

Also, is there a way to synchronize the zooming in two windows that I have tiled? Using the Matched Zoom and Location zooms the entire window, not the area of the image I want to work on.

The options bar can be moved by clicking the far left edge if it's positioning that is the problem, not sure about question 2

Ummm....never mind. On second look you're probably on a Mac. If so, I didn't help a bit.
