With a little imagination, this could be a landscape of big mountains with a lake in Death Valley.
The foreground is a give away

Photoshop might be more effective than imagination - I think that someday I will take a photograph of a naked lady, and make her nipple look like a cairn on top of a mountain, her pubic hair like some scrub in the valley in the middle distance, and her legs like distant mountains... so you can make a puddle look like a lake.

So, I'm not sure what you're trying to say about the picture...
Just in case: Photoshop wasn't used at all. Straight NEF to JPG conversion.

What I am saying about the picture is that photoshop could be used to make the puddle look more like a lake

OK, I'm willing to try that, because I feel it lacks something. Do you have any suggestions in that way? I.e. layers, filters?

You might try a texture filter on the water, and air brush/healing brush some scrub from the middle distance to the foreground... and paint over the concrete with rock or sand or something.

The composition and perspective lead the eye to the sand on the extreme left... too close to the edge of the picture.
