what is the actual term it is?

Assuming the supplier is being honest (assuming), it means they didn't just refill it with their third-party ink - they actually replaced the parts that would be a problem if they didn't. I sat in on a presentation by a re-manufacturer recently, and they seemed very reliable, but I would still question the quality of a refill with an ink that doesn't match the OEM ink.
Refills without re-manufacturing have been available for many years.
