Does anyone have any tips on setting up a website to display images?  Something a little more personalized than just slapping pictures up on Flickr.  Something to stream video occasionally and offer comments.

If you use Lightroom, check out Slideshow Pro and Slideshow Pro Director combo. Highly customizable, and it will stream video, too. SSP can create an entire web site, ready to upload. Then you can manage the content with Director.

If you are really adventurous, you could get into a web Content Management System like Joomla. Bit of a learning curve there, but once you get on top of it, you'll have real control over web site creation and management.

Setup a site with Wordpress.  It's free, you can make it look and act however you want.  There are countless plugins for making ti do just about anything - comments, all kinds of galleries, pic posting, video, etc.  You can change and customize anything.  The backend is very simple and easy, no coding is needed.  Tons of templates and support - and it's all free.

I don't know just how professional you want your site to appear, but if you're looking for something fairly high end I recommend Foliosnap.  Even better are Wide Range Galleries.  Foliosnap is the less expensive alternative.

A lot of people use Smugmug with great success.  It's easy to use, can be customized and offers e-commerce.

JAlbum is another possibility.  It's free, and there are quite a number of skins available.

One easy way is to get a cheap webhost somewhere and install pixelpost. It will take you no more than a few minutes, is easily themable and extendable and looks very good (if you use the right templates). Follow the "photoblog" link in my signature if you want an example (or make a google search, there are hundreds).

If you're on a Mac I suggest you have a look at Rapidweaver from Realmacsoftware. It's a template-based web site creation app and it's fairly simple to use and publish your site.

Here's a second plug for Rapidweaver.  You can stick with a great many stock themes (templates), or customize them to your taste.  I find it very easy to use, but with enough power to shape as needed.  If you are on a PC, though:  not so useful.
