Found a video and pdf on the HP Services Media Library that shows how to replace the starwheel rail. Not sure if this is important to anyone but here it is:

Not sure where one might order the part and if it's cheaper to do it yourself. Looks very easy to install, two screws and that's it. Also not sure if the issues were just related to this part or if the rollers were also a part of the problem.
