If I stop down to F22 using my 28mm Voightlander Ultron am I achieving F22 with the digital image the RD1 captures?

f/22 is f/22, regardless of what is behind the lens to record the image. The size and resolution of the recording device behind the lens will affect depth of field and field of view, but that is it.
