Photo Techniques is a respectable magazine, yes. It really used to be more focused on film (largely black & white film), and used to be called "Darkroom Techniques" magazine but that sorta went out the window with the whole digital thing :-)
There are still articles written by a couple former Kodak chemical engineers so there's still a fair bit of yammering about developing negatives and making prints and tricks for dealing with negatives that were improperly exposed -- gasp these days almost an anachronism.
But I find it an interesting read. Magazines are pretty small (about 40 pages now), and their subscriber base is pretty small (~25,000), but they're hardly crap like Popular Photography.
