Is there an online book printer that can produce a neutral B&W 30 page 10" x 10" book for under $80 ?

I've used them and the product is OK for the price - in your range.  As for neutrality, you're not going to get eg: Lenswork quality for $80 - whether it's neutral enough is going to be a subjective call on your part.  In any event the price is low enough to give them a try...

The software is a PITA, but at least I got it working.   The economics are probably as good as it gets. My book is 112 pages for about $80 CDN.

I also have been thinking about trying Blurb and have read the link about soft proofing, but was wondering if Mr. Rodney might be able to comment on how soft proofing procedure using the ICC profile used on the CMYK presses that Blurb uses. My only experience with profiles is printing on my own printers(Epsons).

I recently sent out a book of infrared B&W to Blurb, using appropriate color management.  The printing was great, but ruined by POOR quality paper!  I will not use blurb again until this improves.

I printed the same book at mypublisher.com, with much better results.  Heavier paper with a slight gloss.  The tone wasn't quite as neutral (appears selenium toned to those of us that used to do that) but the overall quality was much better.  And much less expensive, too!

I'm looking for something better, but haven't found anything yet that doesn't require extensive time setting up the pages.  Let me know if you do!

Have you let them know about the paper? From what I've read on their forums, this has not been an issue.

Yes.  It's a very common complaint on there forum.  I tried anyway, and the complaints are justified.
