Roll paper problems

I'm experiencing "waves" and paper deformation caused by  the paper rolled on its own inner cardboard tubing. This problem does not present itslef until the paper closer to the carboard spindle is used. I utilize 17"x100' Ilford smooth pearl roll paper on an Epson 4800 with the standard paper spindle and carriage.
I suspect the paper 'rewinds' itself and results in uneven pressure resulting in the waves and deformation.
The waves are visible after a typical "T" hinge conservation print mount process.

I would like to eliminate this problem.
Are there more effective storage, spindle tensioning processes?
Creative ways to smooth the waves besides adhering the print to a backer?

It's not the printer, it's the paper. The only real cure is to mount the print on foamcore or something similar to force it to be flat. With larger prints this is necessary even with pre-cut flat sheets.
