I lived in Rome for a couple of years - it's very photogenic. And you could just get lucky in late February - spring starts early and autumn finishes late in Rome and the sky is more often blue than not.
My numerous visitors used to enjoy a tour of the Mussolini-era monuments of Rome, of which there are quite a few - for example, the Olympic Stadium area and the area round St Peters.
Rome itself is endlessly fascinating, both from the human angle and from the monuments perspective. But there are also some lesser-known, lesser photographed areas around it. The ancient Roman port town of Ostia Antica, on the coast near the airport, was excavated only in the late 1920s and is a delight of relatively intact old buildings. The "castelli" area near the pope's summer residence at Castel Gandolfo is made up of deep volcanic lakes and wooded hillsides. Hadrian's Villa (Villa Adriana) just outside Rome is another place well worth seeing with a camera.
