Harman FB gloss calibration problems

Harman FB consistently fails to calibrate,  can anyone suggest why please?  i am setting it in the paper options as an FA pearl,  (GE grayed on econo with this,  no choice),  I have also tried as a Photo gloss and Photo satin.  my 15sheet A4 pack is dwindling!  other media calibrating fine.
