cs2 raw conversion artifact- help!

Hi, this is a problem I'm having in photoshop cs2- I'll also post in lightroom under raw processing, but perhaps someone here could help me.  I have an evening hong kong skyline image, and when I process the raw file in photoshop, the lights have a black border around them, making them look very stark and artificial.  I shoot in Raw+jpeg and the jpeg image from my camera does not have this effect.  
I've tried many different adjustments and none of the books I have on raw processing discuss this issue.  

I've attached detail clips from both the jpeg produced by my camera and the raw file converted in photoshop.  The photo was shot on canon 5d, 24-105 f/4 lens, at 1000 iso.
