Strictly speaking:

1) Double-click the raw image thumbnail in Bridge, this starts the ACR preview.
2) Click the "open" button, and wait for the image to open in Photoshop.

But that doesn't have much to do with Bridge, you should get the same effect by double-clicking on the raw file, provided that the file type has been associated with Photoshop.

Whether you want to adjust things in ACR, such as white balance (probably a good idea!), exposure tuning, cropping/orientation, etc., is entirely up to you.

If what you want is a tutorial on how to use ACR to do raw processing, the net is full of them.

The eminent Jeff Schewe has a write-up on the raw workflow for the Antarctica expedition last winter (Warning! Ca. 11 MB).

Adobe has some tutorials on raw with Photoshop.

Or maybe you want to try out Adobe Lightroom, Apple Aperture (Mac only), Bibble, Lightzone, Capture One LE, Cinepaint or ...

I forgot to mention the following book by Bruce Fraser in the "Real World" series:

Look at this site for several videos on using CS2 RAW converter and Bridge - about half way down the page.
