How do I send ICC to Costco?

I'm trying to get a match between my calibrated monitor and prints from the local Costco and want to try the Dry Creek Noritsu profile for that store. I downloaded the ICC profile for my local store in glossy. I can use Photoshop CS2.  How do I attach or apply the profile to my JPEG before sending it to Costco?

You don't.  You save your images in srgb.  You use the profile to soft proof your images to see what they'll look like when they are printed.

Actually, that's not correct.

You can use the profile to soft proof your images while editing them (which should be done in a conventional color space such as Adobe RGB or sRGB). Once the image editing is completed, you "Convert to Profile", taking the image from the editing space and converting it to the printer profile. You then save it as a JPG or TIF file and send it straight to the printer at Costco. Don't bother tagging the image or embedding the profile, since the Frontier/Noritsu printers don't read the embedded profile or color space tag.

Just a note - that is different depending on the lab.  DP you have it right when it comes to some, such as mpix - they want srgb.

When you save a picture to print out, does it make any difference in the Save As option>Quality/Format Options whether you use Baseline (Standard), Baseline Optimized, or Progressive?

Yes - you should always use Baseline Standard, which is the default.  The other options are not compatible with all printers, and/or will not print correctly.
