Looks like he uses a number of things.  You can check one of his videos - he offers a 50% discount if you subscribe.  It is kind of hard to reverse engineer an image you see on line.

He has a video called Textures and Moods made easy, that would probably cover it. Look at his videos, they may answer your questions.

The technique of making prints that, when displayed, appear to glow, is one that intrigues me. One key is not to use a white border but dark or black mounting and surround. There are additional tricks that can be done fairly easily these days with good, colorimetric printing, and proper lighting. For special display in a gallery, one can even make a print appear to be self luminous in spots by using controlled lighting.

If you are looking for glow, check out the Orton effect:

thank you for your link. maybe the best thing, according to me, is not to apply orton to all the photo, or applying in different opacities. the technique of ryan is very difficult maybe

He explains some of his techniques here. The glow is done mainly by painting on a blank layer in soft light mode. Instead of soft light, you can use overlay for a more dramatic effect.

More info here and here.

EDIT: Here is an example of his soft light technique (quickly done on a low res image) using layers and masks.

just a note, the effect has me curious as well, but it really doesn't look like the Orton Effect to me.  I've done videos on creating the Orton Effect using three different techniques and the results seem different than what he's getting.
