People come up with all sorts of clever ways to raise money from the gullible.

I don't think it would be the gullible ones but those with a sense of humor.
It seemed just about everyone there was on the make.

There actually was a case I'm aware of in Wichita, KS of a young couple engaged to be married.  Both were raised by adopted parents from infancy.  Digging into old records, they discovered they were brother and sister.  They called off the wedding.

Hmmm… Option #2: one (or both) of the couple deals surgically with the fertility issue, and if they want kids they adopt. Incest is rightly stigmatized because it leads to weaker, less-likely-to-survive-and-keep-reproducing offspring. But if reproduction is off the table, and the siblings (presumably) didn't even know each other prior to meeting as adults, is it still incest? I'd say no.
