I'd like to find a free JPEG optimizer plugin for PhotoShop that enables one to view various JPEG compressions at the same time--to decide which is the best for the application.  Anyone have any recommendations?

It's already in there. Use the "save for the Web" and you can see up to 4 differnt jpeg compression schemes at the same time.

...which just goes to show that, no matter how well I think I know PhotoShop, I've only explored about 5 percent of it!!    Thanks!
