Spot Healing Brush Tool

I just got back from a shoot where i seemed to have a lot of spots/artifacts on my pictures.

I've been reading Scott Kelby's CSII book, in preparation of getting CSII.  In his book, he goes over the spot healing brush tool.  Unfortunatly, this tool is not available in my current versions of PS. Currently, I'm working with Elements 2 and PS7.  

I had two questions regarding this tool:
1) is this tool available in elements 3 or 4?
2) what is the alternative in PS 7 or Elements 2?

I also would like some advice on how to differentiating something being on the lens vs sensor dust.

Photoshop Elements 3 and later have the healing brush and spot healing brush.
