Plug-in for simulating mats?

I once ran across some info on a PS plug-in (or stand-alone software) to add colored and/or textured mats to one's photos to see how they'd look before cutting them in reality.

Now I cannot find that info... does anyone know what's out there that does this well?  I'd like to assemble a photo exhibition on the computer before laying it out with actual photos.  

Or perhaps PhotoShop CS2 has something like this already?  I haven't found it if it does.

The program is called Quickmats3, but at $229.00 I can cut a lot of mats.
I use an action from The Light's Right Studio to give me some idea what a print can look like. Mitch's url is  http://www.thelightsrightstudio.com/home.html.

I am sure there are many other plugins and actions to simulate mats, but these are two I can think of right now.

Yowww!  That IS expensive!  But I'll check both of them out.  Thank you.

I've been playing with PhotoShop trying to accomplish the same thing--by setting a layer for a frame, and one for the mat, then inserting a photo over both.  Takes a bit of work, but once a few templates are set it might just do the trick.

If you google for mat and frame actions, you'll find what you're looking for.  For example I turned up Action Central, which has a number of matting actions which might be what you want.  Chap called 'Dave Jaseck' produces a couple of actions on there that sound right up your street.
