It was intended to be somewhat humorous; the "welcome aboard" in two languages on a bus that is obviously not operational and in an advanced state of disrepair.

Only humorous for wealthy Americans, used to a high standard of luxury, with little awareness of conditions outside of the US of A.   .

"Ironic" may be a better turn of phrase - in light of current political affairs in the US. This did cross my mind when you posted Jonathon but I thought it perhaps prudent to hold my tongue. Seems to be apropo here in my country too.
