Or is she just coincidentally riding her bike (illegally, on what in the UK we call the pavement when she should be on what in the US they call the pavement) in the same direction as they are walking and behind them? Are we looking for meaning and coherence where none exists?

She is probably riding the bike illegally but if the viewer uses their imagination then it looks like a pursuit? If the image gets you thinking about something other than the obvious then the image "works"?
