cutting heavier paper on an epson 9800

Hello, I've been cutting 300 gram Hahnemuhle Bamboo  roll paper for years on my epson 9800, no problem. The blade wore down and when a technician was here servicing my printer he changed it for a new one but it wouldn't cut through this paper. He said that it's not supposed to and I would have to cut the paper manually. Both the old blade and the new look identical in shape but the old one was black plastic and the new one is white. A local lab that has the newer 9900 has the same problem.

1) has anyone got a solution so that I can use the autocutter?
2) Is there a workable and convenient way to cut paper accurately manually?
