Not so much "busy". The fence and especially the double fence are very distracting. It's almost a moirĂ©  effect.

Definitely too busy - but it works! After all, what would you expect in a real, working boatyard?!? It also has design and the ramp leading to who knows where.

Too busy for viewers who prefer to grasp everything in an image in the first two seconds.

However, to me, it is about busy-ness, and as I spend time exploring all parts of it, I find it holds together quite well.

If the intent was to show a busy scene, then it work perfectly and I could easily spend a hour looking at all the details of this photo.

Thanks for the feedback. I was initially attracted by what is in the center of the image and had a crop in mind and then I realized that the information at the left hand side and the right hand side had an important part to play in the scene. So no crop. :)
