I've been reading about bias lighting for tv viewing and was wondering if anyone was using for an editing monitor?
Does it help, or is it a complete waste?

It certainly does make viewing monitors far more comfortable for evening viewing.

I think of it as
illuminating the work area around the monitor
, which I have done with a photographically correct, 96CRI, 5500ºK overhead lamp, which I dim up and down by adding or subtracting layers of grey window screen material.
