When I select print preview In Photoshop Elements 3 using any of the Epson 2200 icc profiles for print space, relative colormetric -Advanced- no color management  in the printer dialogue the preview shows a severe magenta color cast, but the actual print appears to be close to the image parameters I selected in Photoshop for my final image.  Preview is ok if I use source space and print space with Adobe RGB 1998 -automatic and paper selection in the print dialogue, but prints lack punch.  Tried a few things, but have not found a solution.  Any assistance will be appreciated.

Are you referring to the print preview option in the Epson printer dialogue? If so, this is a known problem that even Epson admits to. Use it for layout but not for colour. If Elements has its own preview and is also giving a magenta cast, you got me.

Dale is right, Print with Preview is not color managed and is only used to place your photo on the page.
