Title: How to print a title on print's border

I've noticed on a number of images posted here that the photographer digitally signed or printed the image's title on the lower border of the print (jpg). I've often wondered what software and techniques are used to do this. I use LR and PS, and as far as I know, LR does not allow one to watermark below the print. I guess I could manage this in PS, although I haven't tried. I would appreciate some guidance in how to do this.

Can't help you with LightRoom, but some of the pictures you see may have created with the Aperture plug-in BorderFX (http://www.iborderfx.com), which does exactly what you want (and much more) deftly.  It has always received high marks from the mavens at the Apple Aperture support forum.

LR has no text support so what I do is add the text in CC. You can create the border add the text as a layer. Then print in CC or LR. Does create an extra step however.

In LR's print module you have watermarks and you have identity plates. Identity plates you can put outside the image frame, although they're somewhat restricted in what you can do. If you have a signature scanned as a png file for example you could use it as a graphical identity plate.
