Can color corrections like tint and temperature be saved as a preset in LR?

I tried but my color correction preset didn't do a thing. Although I don't know much about presets, so I may have messed up.

Yes you should be able to do this easily in Develop module.  Just make your alteration and in the Preset panel on the left click the '+' sign name your preset and select what should be applied - in this case I think just WB box.
