I hear this is a common problem. Any advice on repair and cost? Not an NPS member.

May be faster/cheaper to replace rather than repair, IMO. If its a lens you use regularly or depend upon it. Why not call the Nikon 800 number and see what the likely cost and turn around is?
If it was bought from your local dealer, I'd also call and ask his advice.

It is a relative's lens, a kit lens a few years old. I was hoping for a magic quick fix. By all means, replacement will be cheaper than sending it somewhere for repair, an upgrade probably a better investment. We took it apart, but that confirmed it is jammed plastic not worth messing with any more.
