Photoshop CS5?

As I recall, Lighting Effects was a 32-bit only filter which you could only run when Photoshop CS5 was launched as a 32-bit app. I also think it was a separate install from the optional plug-ins.

It's back as a 64-bit version in CS6.

No, it is in the 64 bit version of CS5, but it is an 8-bit only filter.

What Alan said - I've just tested my (Windows 7 64 bit) installation of CS5, and Lighting Effects is available for jpgs but not for 16 bit tiffs.
