Does anybody have an idea where to find this "wheel"?

it looks a bit like a Manfrotto Figrig

Yes that's what it is.  A local pro has one with a monopod attached to the bottom of the ring with a quick-release mount.  Very handy modification which gives it more stability even when not touching the ground.  He also has a bubble level attached near the top.  BH Photo has them in the US.
