I live in Hong Kong and bought my 4x5 Fuji Quickloads from B&H in the States. It appears that there is no x-ray scanning made during shipment, but I suggest you check with the place you buy from for their prior experience, likewise test a roll before shooting all you buy.

I use 7dayshop.com. Non UK orders have to pay for p&p though, obviously.

I recently bought several items from an Italian eBay shop called Westernphotonline. I didn't buy any film, but they have a good variety of them.
I was satisfied and generally found them quite professional. They accept payment by PayPal and by wire transfer, they also send abroad, you might enquire about shipping costs and see if they can meet your needs.
