You can't really tell that the top is so light due to fog.
Need to contemplate this some more.

I like the top half, but because of the flow I find the reflections in the water just distracting. I'd probably crop it below the bridge. The top half reminds me of Christmas lights!

A difficult photo to critique. On first glance, I confess to liking it. But as Penguin says, it is difficult to determine whether it is fog or not, except by your title. Some of the lit areas at the top look as though they are washed out, but somehow are muted by converting to BW. So I guess, I like it.

It confuses me.
The lights say its night, the sky says its daytime, the reflection in the water says its night, but how can the reflection be so much darker than the sky?
if this was a traditional print form a negative I'd say you dodged the top part too much.

It was exposed for the top (city) F/8 30 seconds and I burned the bottom to increase the contrast.
I heard people say the same thing about Josef Hoflehner's photo of China.

It spooks me a little, it's not quite balanced. I kind of like that.

I know Philthydelphia and that could be smog!!
Personally, I think the bottom part is too dark. It seems too disconnected from the top.
Nice shot of the city, tho
You want a great place to shoot the city.. . I did this once a long time ago. I walked out along the Ben Franklin Bridge and then jumped the gate to get onto the catwalk over the road where the lane lights are. When you stand up your head is just over the top of the catwalk so you don't stand out up there. A good time is sunset.
'Course, now you would probably be arrested by homeland security. Sigh.
'Course, now I wouldn't make it over the gate!! Sigh.

Nice!! They seem to look better as you just showed them then the first posted image. Maybe my eyes are going bad.
I do miss the city, tho.
