Looking and asking everywhere for this. Who knows who develops one and where I can get one?

Have you tried contacting Singh-Ray to see if they'll custom-build one for you?

Nope, just send out some mails to various vendors. Otherwise I might go for a 10 or 13 stop 4x4Kodak which will do the trick as well.
