Title: Workspace issue: losing my shortcuts in CS3

I love the keyboard shortcut feature, but it kills me for years. I always lost them. Now I remember why.
For some asinine reason, Adobe engineers like to tie the shortcuts to the workspace.

Did they change something in CS3?
I remember three boxes with checkmarks, would come up asking you if (when you change your workspace) if you also want to preserve shortcuts and menus. That was annyoying but manageable.

Now, it seems, a box comes up asking you if you want to save your shortcuts. You chose yes, then it says that file already exist. I choose to replace, and then the shortcuts I made earlier still don't work! I don't get it.

And I really don't get why ADobe is tying keyboard shortcuts to the palette workspace. My palattes get screwed up, I need to change them to my favorite workspace. I don't see why the shortcuts and tied into that.

But anyway, my real problem is that even when I jump through all the hoops and say yes, save the shortcuts, and replace the file, they still don't save. thanks!
